The Federal Railroad Administration exercises its responsibilities for regulating the safety of the Nation's railroad system and development of intercity passenger rail through several means, including:
- Legislative Rules,
- Non-legislative Rules (Interpretive Rules and Policy Statements),
- Management and Procedural Rules.
