New Categorical Exclusions
FRA has added seven new categorical exclusions (CEs) to the agency’s National Environmental Policy Act (NEPA) procedures. FRA has determined that additions to the existing list of CEs are needed to facilitate FRA’s administration of laws relating to railroad safety, development, rehabilitation, and railroad financial assistance programs, particularly the High-Speed Intercity Passenger Rail grant program and the Railroad Rehabilitation and Improvement Financing loan/loan guarantee program.
Categorical exclusions are actions that FRA has determined do not individually or cumulatively have significant effects on the human or natural environment and thus, do not require the preparation of an environmental assessment or environmental impact statement under NEPA. FRA’s Environmental Procedures now contain twenty seven CEs.
