The Office of Acquisition and Grants Services is a centralized procurement office that negotiates, awards, and administers contracts, purchase orders, grants, inter-agency and cooperative agreements in support of the Federal Railroad Administration (FRA). The office procures supplies, services, research and development, architecture-engineering services, information technology equipment and services, and other requirements related to FRA's mission.
- Ensures that FRA is in compliance with applicable regulations and policies plans, solicits, evaluates, negotiates, awards, and administers contracts for supplies and services.
- Solicits Federal assistance applications for railroad technology development, demonstration, and infrastructure investment projects. Negotiates and awards Federal assistance instruments such as grants and cooperative agreements.
- Administers contracts and grants to protect the interests of the Government and represents the FRA on all acquisition and grants management matters with the Office of the Secretary and other agencies concerning Federal acquisition and assistance policies.
- Plans, monitors, and assures the success of the small and disadvantaged business utilization program for direct FRA contracting, including establishment of goals and implementation plans.
- Serves as the business manager to educate the program offices regarding possible acquisition solutions and provides acquisition approaches for mission accomplishment in accordance with Federal/Departmental regulations and socio-economic goals.
