Section 610 of the Regulatory Flexibility Act requires agencies to review all regulations that have a significant economic impact on a substantial number of small entities within 10 years of their adoption as final rules. The purpose of this review is to determine whether such rules should be continued without change or should be amended to minimize their significant impact on small entities.
