FRA participates in the Department of Transportation's Minority Serving Institutions (MSI) and Educational Partnerships Program.
The Office of Civil Rights coordinates and administers the student intern and faculty exchange programs and other Department-wide initiatives in support of educational programs and partnerships with institutions of higher education that are national in scope and prescribed by existing Executive Orders (EO).
These activities support the main features of the various Executive Orders:
- increase educational opportunities for underserved populations.
- ensure equal opportunity in and access to all Federal educational programs and activities including educational grants, funding of research and developmental and technology activities and programs at minority serving institutions of higher education.
- promote a diverse and highly skilled future workforce of the Federal government (DOT) through pro-active outreach to minority servicing institutions, community groups, and organizations with programs and projects serving underserved populations. Specific Executive Orders currently governing MSI operations include:
- EO 12978, Historically Black Colleges and Universities
- EO 12900, Educational Excellence for Hispanic Americans
- EO 1321, Tribal Colleges and Universities
- EO 13096, American Indian and Alaska Native Education
- EO 13125, Increasing Federal Programs for Asian American Pacific Islanders
- EO 13078, Increasing Employment of Adults with Disabilities
- EO 13163, Increasing the Opportunity for Individuals With Disabilities To Be Employed in the Federal Government.
