Q-1. “What are the duties and responsibilities of the FRA’s S&TC Division and what Federal requirements are they most involved with?”

A. From a signal perspective, the S&TC Division is involved in the oversight of railroad compliance with the following requirements of Title 49 Code of Federal Regulations (CFR):

• Bridge Worker Safety Standards (Part 214, Subpart B)
• Roadway Worker Protection (Part 214, Subpart C)
• On-Track Roadway Maintenance Machines and Hi-Rail Vehicles (Part 214, Subpart D)
• The Federal Hours of Service Law and Signal Service (Including Signal Service Under the Hours of Service Act
  and Recordkeeping Requirements of Part 228)
• Signal Systems Reporting Requirements (Part 233)
• Grade Crossing Signal System Safety (Part 234)*
• Instructions Governing Applications for Approval of a Discontinuance or Material Modification of a Signal System
  or Relief From Requirements of Part 236 (Part 235)
• Rules, Standards, and Instructions Governing the Installation, Inspection, Maintenance, and Repair of Signal
  & Train Control Systems, Devices, and Appliances (Part 236)*
