Noise from railroad operations is a common source of complaint and a key environmental concern.  FRA's guidance on assessing noise and vibration impacts can can be used for the preparation of noise impact analysis.  FRA's Office of Safety is responsible for enforcing the Railroad Noise Emissions Compliance Regulation that set maximum sound levels from railroad equipment and for regulating locomotive horns.
