The FRA develops programs that identify, monitor, and address safety issues on passenger and freight railroads. Over the past decade, a number of rail collisions have resulted in serious or fatal injuries to passengers and crews. To better understand the risks associated with these events, FRA requests that passenger rail operators conduct a collision hazard analysis that identifies potential hazards and hazard-mitigation strategies.
The Collision Hazard Analysis Guide supports the American Public Transportation Association’s Commuter Rail System Safety Program Plan initiative by providing a step-by-step procedure on how to perform a hazard analysis and how to develop effective mitigation strategies that will improve passenger rail safety.
