Broad Agency Announcement

FRA’s Office of Research, Development & Technology is dedicated to conducting research that improves railroad safety, promotes innovation, and supports national rail transportation policy. These efforts further the U.S. Department of Transportation strategic goals, FRA’s mission, and the rail industry as a whole.

FRA releases an annual Broad Agency Announcement (BAA) to solicit proposals on a variety of research topic areas that will have a direct impact on the safety and efficiency of freight and passenger rail operations in the United States. The submissions then undergo evaluation and selection by the Office of Research, Development & Technology.

In 2018, there were two BAAs: 

  • The first was a general announcement with a listing for multiple research topics organized by FRA’s four research areas of Track, Rolling Stock and Equipment, Train Control, and Human Factors. For more information about this BAA, including program guidelines and specific research topics under consideration, visit the Federal Business Opportunities website at: https://www.fbo.gov/spg/DOT/FRA/OAGS/BAA20182/listing.html  The application period for this announcement closed on May 24, 2018.
  • The second was an announcement focused on Intelligent Railroad System Research, and is restricted to university and university-led teams as qualifying applicants.  For more information about this BAA, including program guidelines and the submission deadline, visit the Federal Business Opportunities website at: https://www.fbo.gov/spg/DOT/FRA/OAGS/BAA20181/listing.html  The application period for this announcement closed on July 27, 2018.
