ABSTRACT: This report describes a three-phase program to devlop and evaluate an on-board, track stiffness measurment system. High correlation has been established between observed variations in track stiffness signatures and the actual conditions of track strcutrues and subgrade. Track stiffness and track geometry were found to be independent and complementary measurements. A detailed study of long and short span bridge stiffness signatures was conducated. An analytical study of the relationship of the mid- chord-offset difference to absoulte stiffness for bridge structures and continuous roadbed was made. Theortical stiffness models were matched to actual short-span bridge stiffness signatures.
