ABSTRACT: For purposes of right-of-way (ROW) preservation, the National Railroad Passenger Corporation (Amtrak) is currently constructing an underground concrete casing in the Eastern Rail Yard of the John D. Caemmerer West Side Yard (also referred to as the Hudson Yards) in New York, NY. Amtrak is proposing to extend this underground concrete casing into the Western Rail Yard of the Hudson Yards (the Extension) in order to ensure that the ROW under Hudson Yard is effectively preserved. This ROW is necessary to preserve the possibility of future expansion of rail service between New Jersey and New York (via a tunnel under the Hudson River) and would further support Amtrak’s efforts to improve resiliency in response to potential future disasters, such as flooding, in Amtrak’s North East Corridor.
