ABSTRACT: The need to determine the structural integrity and passenger safety provided by existing commuter rail seats was identified by the Construction/Structural Subgroup of the American Public Transportation Association’s (APTA) Passenger Rail Equipment Safety Standards (PRESS) Task Force. Recognizing the importance of this information, the Federal Railroad Administration (FRA) authorized funding for commuter rail seat testing and analysis to establish a baseline of information about these seats in a dynamic rail collision environment. Results describing the current level of seat strength and occupant compatibility with these seats were used to help develop the new APTA Passenger Rail Equipment Safety Standards that were published in May 1999.
