ABSTRACT: This report presents the results of a study of techniques for improving the railroad maintenance-of-way equipment evaluation process. The approach involved a review of existing methods, interviews with equipment manufacturers and railroads, discussions with industry representatives, and an equipment reliability study. Conclusions include the standardization of published data, indexes for the determination of th effects of man-machine interface, the application of procedures for quality testing, and functional characteristics analysis methods.
