ABSTRACT: [From the Introduction] This Federal Railroad Administration (FRA) reference guide is designed as a practical, single source document for local and state officials and other interested stakeholders. The purpose of this guide is to assist local and state planners and decision makers in considering rail projects in their transportation plans and programs and in determining cost-effective allocation of scarce transportation resources. It includes discussion of: (1) the transportation planning process; (2) intercity rail project evaluation; (3) project priority setting; ( 4) project opportunities under the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA); (5) assessment of projects' environmental/societal benefits; and (6) innovative financing mechanisms that can be employed to advance public benefit rail projects. The guide also summarizes a new tool developed for FRA to assist states and localities in evaluating the public and private benefits of rail and rail-related projects. Examples are presented to illustrate more tangibly how project funding might be structured. Each section identifies key contacts within FRA.
