ABSTRACT: In 2008, Congress mandated in the Rail Safety Improvement Act (RSIA), that Class I freight railroads and rail lines transporting passengers implement Positive Train Control (PTC). The railroads have been faced with an array of technical and non-technical challenges in the design and deployment of PTC.
